We delivered reftel talking points and a copy of the FCC 
Notice of Inquiry on "whipsawing" to Juan Pacheco, Vice 
Minister of Communications, on October 4.  Vice Minister 
Pacheco thanked us for the information and noted that, 
despite the growing dominance of Telefonica and AmericaMovil 
(TelMex) in Peru, Peru currently does not have problems with 
circuit blockages.  Pacheco stated that he will keep the 
information on file and will inform his staff accordingly.
