(C) In a very brief exchange as Ambassador was leaving the Foreign Ministry with Ambassador Jeffrey's Iraq-related delegation on October 5, Kuwaiti Foreign Minister Shaykh Dr. Mohammed Sabah Al-Salem Al-Sabah advised that he had pressed visiting Iranian Foreign Minister Manoucher Mottaki to cooperate with the IAEA on nuclear issues. During the Iranian envoy's visit to Kuwait October 4, the Kuwaiti FM told him that U.S. and European resolve to deal with the Iranian nuclear issue should not be underestimated. The Kuwaitis told their visitor that if Iran didn't have anything to hide then it should allow the IAEA full access and should not consider withdrawal from the Additional Protocol. Shaykh Mohamed did not characterize Mottaki's reaction, but said that the GOK message had been partially designed so that Mottaki could report a strong GOK demarche back to Tehran in that hope that it would have some influence on the internal consideration of this matter. 2.
