(C) Poloff delivered Ref A demarche October 5 to Khaled Al
Takhayneh of the International Organizations Department at
Jordan's Foreign Ministry. Takhayneh assured poloff that the
GoJ would approve amending the SUA protocol later this month;
his earlier concerns regarding shipboardings were assuaged
when he learned that the amendments to the SUA protocol would
recognize flag-state jurisdiction by requiring consent to
board a vessel. Takhayneh also showed poloff a letter from
the GoJ's Minister of Transportation to the Foreign Ministry
indicating that Transportation had no objections to the
non-paper transmitted in ref B.
