(C) 1. Ambassador accompanied by political officer on 
September 28 delivered demarche in paras 5-6 reftel to 
Foreign Minister Carlos Morales Troncoso and left text of 
U.S. proposal (para 10) as a non-paper.  Morales agreed that 
the negotiations over the declaration were going poorly and 
commented that in this process Venezuelan President Chavez is 
doing everything possible to make the United States look bad. 
 Morales read our proposal and wrote notes to subordinates on 
our non-paper, but did not commit to supporting our language 
pending further study.
