1. (U) Poloff delivered reftel A points on September 27 to
MFA deputy for CFSP Pascal Le Deunff and DAS-equivalent for
enlargement and European neighborhood policy Caroline
Ferrari, and followed up in conversation September 30.
2. (C) Both LeDeunff and Ferrari echoed comments in reftel B
that Turkey and Croatia would receive by far the greatest
focus at the GAERC, beginning Sunday night. Ferrari
indicated that the GOF was supporting the UK presidency in
its efforts to resolve the Turkey and Croatia issues, but
that the main problem at the moment was between the Austrians
and the presidency. Ferrari was unwilling to venture a guess
on whether the negotiating framework could be agreed in a
manner that the Turks could also accept, saying that "not a
small amount of incertitude" still surrounds the matter. She
noted that the UK hoped to deal with Turkey first on Sunday,
and then Croatia on Monday; this would allow the FMs to take
account of del Ponte's remarks Sept. 30 in Zagreb and Monday
at the GAERC.
3. (C) On other issues, LeDeunff noted that the resolution
on Uzbekistan, calling for sanctions, an arms embargo, a
slowing of political contacts and other messages had already
been agreed. He also mentioned that Iran would be discussed
at the ministers' lunch.
