PolCouns delivered Ref demarche and draft text to MFA 
Multilateral Affairs Office Director Nicolas Rivas on 
September 28, noting that Colombia had not cosponsored the 
2002 resolution on compliance, and that the U.S. would 
appreciate Colombian cosponsorship this year.  Rivas, fairly 
new on the job, agreed to review the text and consider 
cosponsorship. Post will follow up.
