SUBJECT: MEDIA PLACEMENT OF WASHINGTON FILE ARTICLES, 
SEPTEMBER 19-24, 2005 
 
 
1. The September 24th edition of the pro-opposition "Le 
Palmares" dedicated two full pages (13 and 14) to the 
September 20th "Washington File" article entitled "The 
Beginning of 2007 D.V. Lottery Registration." It was 
credited to L.P./Usia. 
 
2. The English version of same article, edited to one 
page for a Congolese audience by Guillaume Tshibambe, 
appeared earlier in the September 22nd edition of the 
independent "La Reference Plus," page 15.  The U.S. 
Department of State was attributed. 
 
3. The September 24th edition of pro-opposition "Le 
Palmares" carried from pages 11-12 a second article 
entitled "World Bank Report Urges Adoption of Policies 
that Promote Equity" (September 20th "Washington 
File"). It had no credit. 
 
4. The September 23rd edition of the pro-opposition "La 
Tempete des Tropiques" carried on page 12 the article 
entitled "Washington Area Offers Immigrants a helping 
Hand" (September 16th "Washington File"). The article 
was credited to Susan Ellis, "Washington File".
