Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

C O N F I D E N T I A L ABUJA 001846 SIPDIS E.O. 12958: DECL: 09/28/2015 TAGS: ETRD, EINV, PREL, CH, TW, NI SUBJECT: NIGERIA: DIALOGUE WITH TAIWAN RE PRC IN AFRICA REF: STATE 162070 Classified By: Ambassador John Campbell for Reasons 1.4 a, b, and d. 1. U.S. Mission Nigeria has had some contact with official Taiwanese in Nigeria. Deputy Chief of Economic Section recently met socially with the Deputy Director of the Taiwan Trade Delegation, Mr. CHANG Ming. Two recently arrived Missions members have transferred from Taiwan. 2. Post believes there would be a potential payoff of seeking enhanced dialogue with Taiwan reps on Mainland activities with no downside at this Mission, providing we give as well as get. Those representatives we have met with seemed highly intelligent and quite reasonable. This could take place in social interaction, and for sensitive matters there might be a formal liaison. In general, we would give credence to any information they might provide on PRC activities, providing they were not under any specific instructions to spread disinformation. CAMPBELL
