(S) PolMilOff raised the points in reftel regarding the Grow-On Group's shipment of large amounts of sodium cyanide to North Korea in a Sept 27 meeting with MEA Under Secretary, Disarmament and International Security, Nutan Kapoor. PolMilOff gave Kapoor a non-paper about the case, as well as a copy of a directory listing for Grow-On Group from www.importers.com, which lists the firm as "one of the biggest exporters of Indian perfumes," but gave no contact information. 2. (C) PolMilOff noted that although sodium cyanide does not appear to be on the revised SCOMET list, we hope the GOI will invoke the "catch-all" clause of the new WMD Bill to initiate an investigation. 3. (C) Kapoor said the GOI would investigate the matter. As in previous cases, Kapoor asked that we provide more information about the Indian firm, e.g., address, to facilitate the GOI investigation. 4.
