Phillips for reasons 1.5 (b) and (d) 1. (C) On September 26, Economic Unit Chief delivered reftel points to Johann Froehlich, Head of the MFA's Justice and Home Affairs Division, urging Austria to support an EU listing of the Liberation Tigers of Tamil Eelam (LITE) as a terrorist organization. Froehlich said that Austrian views on LITE were similar to the USG position. Froehlich emphasized that Austria "would not be a problem" within the EU on efforts to designate LITE. He added that there was a "small minority" of member states that continued to object to the EU listing, arguing that listing would hamper the Norwegian-led peace process. Brown
