(SBU) Poloff delivered reftel demarche to MFA Cabinet staff member Ashraf Swellam September 11, urging the GOE to send senior representation to the October 1-3 G-8 BMENA Democracy Assistance Dialogue in Rabat. Swelam promised to share the USG message with the Minister and confirmed that the GOE would be represented by Ambassador Mohamed Shaaban, Advisor to the Minister for Regional Initiatives. Our colleagues at the UK Embassy shared their understanding that FM Aboul Gheit would be traveling elsewhere at that time. Shaaban was the GOE point person for the aborted March 2 G-8/Arab League meeting that was to have taken place in Cairo.
