(U) Acting Refcoord delivered reftel demarche on September 21 to Dusit Manapan, Counselor, Social Division, Department of International Organizations, Ministry of Foreign Affairs. After consulting with senior officials in his department, Dusit stated that it would be "quite difficult" for the RTG to seriously consider accepting the Alien in question. Dusit added that his department could think of no legal nor policy grounds for such a move. BOYCE
