Poloff provided reftel demarche points to James Hartley, 
Legal Advisor, Ministry of Foreign Affairs and 
Trade (MFAT) -- including additional points regarding Article 
20.  On September 17, New Zealand held general elections and 
the outcome remains uncertain.  According to Hartley the 
current caretaker government is unable to provide a response. 
 He was unable to predict when GNZ would be able to answer.
