US embassy cable - 05THEHAGUE2564

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. (SBU) On September 21, POLOFF shared reftel points with
Stella Kloth, Sudan Desk Officer at the MFA and member of the
Dutch Government's Sudan Task Force. Kloth was very
interested in the points and promised to share them with her
colleagues at the Dutch Embassy in Khartoum.

2. (SBU) Kloth noted that the Dutch Embassy in Khartoum has a
budget of approximately one million euros to be used for
human rights initiatives. She said she would explore whether
the fund could be used for a joint initiative pursuant to
reftel points and get back to post.
