Poloff delivered the demarche talking points (Ref A) to
Carlos Cordero, Deputy Director for Multilateral Affairs at
the Foreign Ministry, on September 19, 2005. Spanish
translation followed on September 20. In a follow-up
telephone conversation on September 20, Mr. Cordero
acknowledged receipt of the demarche and stated that he was
awaiting comments from Costa Rica's Ambassador to UNESCO in
Paris, Jorge Arce Montiel.
