SUBJECT: KUWAIT SIGNS INTERNATIONAL CONVENTION ON THE 
SUPPRESSION OF NUCLEAR TERRORISM

1.  (U)  According to press reports, Kuwaiti Foreign Minister 
Shaykh Dr. Mohammed Al-Sabah Al-Salem Al-Sabah signed on 
September 16 the International Convention for the Suppression 
of Actions of Nuclear Terrorism.  Kuwait was the 60th UN 
member state to sign the new treaty.  The FM reaffirmed 
Kuwait's commitment to fighting terrorism and said, "Our 
signature of the agreement is a reflection of the belief of 
Kuwait that the phenomenon of terrorism has been planted in 
our Islamic world to offend Islam and Muslims." 
 
2.  (U) Kuwait has already signed and ratified 11 of the 12 
international conventions and protocols which represent a 
framework for international cooperation and action against 
terrorism.  The GOK s still reviewing the 1999 Convention for 
the Suppression of the Financing of Terrorism.
