On September 16, Emboff discussed reftel demarche points with 
Michael Keaveney, Department of Foreign Affairs (DFA) Third 
Secretary for Disarmament and Non-proliferation.  Keaveney 
 
SIPDIS 
repeated Irish questions (ref B) about the ramifications of 
U.S.-India civil nuclear cooperation not only for the EU 
common position encouraging countries to join the NPT, but 
also for non-proliferation negotiations with North Korea and 
Iran.  He noted that Ireland would not be prepared to comment 
officially on U.S.-India nuclear cooperation until after 
Member States had completed discussions on a formal EU 
position.  He added that the EU position might be finalized 
in the context of the IAEA Board of Governors meeting the 
week of September 19.
