UNCLAS KINGSTON 002146 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) SOUTHCOM FOR POLAD AND J7 E.O. 12958: N/A TAGS: PREL, EAID, HA, JM, Haiti SUBJECT: COORDINATION ON ELECTORAL OBSERVATION MISSIONS IN HAITI REF: STATE 157629 On September 13, Poloff spoke with Joy Wheeler, Director, Caribbean and Americas Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT), to deliver reftel talking points. In response, Wheeler indicated that discussions have been ongoing within her department about upcoming Haitian elections. She said that Jamaica would likely participate in election observations as part of a CARICOM delegation, but added that she was unaware what stage of planning had been reached. Wheeler said that the CARICOM Secretariat would be handling the details of the observation team's visit, and offered to follow up with more information as it becomes available. Per reftel, Poloff encouraged Wheeler to contact Elections Canada to coordinate Jamaica's plans to send observers to Haiti. TURNER
