US embassy cable - 05KINGSTON2146

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

On September 13, Poloff spoke with Joy Wheeler, Director,
Caribbean and Americas Department, Ministry of Foreign
Affairs and Foreign Trade (MFAFT), to deliver reftel talking
points. In response, Wheeler indicated that discussions have
been ongoing within her department about upcoming Haitian
elections. She said that Jamaica would likely participate in
election observations as part of a CARICOM delegation, but
added that she was unaware what stage of planning had been
reached. Wheeler said that the CARICOM Secretariat would be
handling the details of the observation team's visit, and
offered to follow up with more information as it becomes
available. Per reftel, Poloff encouraged Wheeler to contact
Elections Canada to coordinate Jamaica's plans to send
observers to Haiti.
