(U) PolOff delivered RefTel points on September 7 to MFA Secretariat for Bilateral Relations Officer, Alejandro SIPDIS Davalos, requesting that the GOE make a public statement in support of Iraqi political advances, and consider ways the GOE can assist with the independent electoral commission. Davalos thanked us for the suggestions and promised to inform us if the GOE makes such a statement. JEWELL
