1. (S) Post reaffirms its support for the goals and
objectives of the Gulf Strategy to combat terrorist finance
and strengthen money-laundering (CTF/AML) efforts. We
appreciated the opportunity to offer input on the strategy
paper.
2. (C) While there is more to be done in Kuwait, it is
important to acknowledge progress to date by the GOK in the
global effort to combat terrorist financing and money
laundering (see reftels). These important initiatives are
the result of close bilateral cooperation and the GOK's
commitment to the broader war on terrorism. We should also
keep in mind the critical and unique role Kuwait plays in
supporting our efforts to quell terrorism in Iraq.
3. (C) Continued progress will require sustained action on
all fronts to ensure the timely adoption and implementation
of outstanding CTF/AML measures. Post will continue to
engage the GOK, at all levels, to ensure continued progress.
4. (U) Post looks forward to the opportunities for
engagement afforded by the upcoming visit of OFAC Director
Werner.
