STATE 155973 B. MAPUTO 812 1. On August 26 Emboff delivered talking points and non-paper to Cerina Mussa, Director for International Relations at the Ministry of Industry and Commerce. Mussa gave no indication that the GRM had changed its position (ref B) since the last USG demarche. She also stated that she did not believe the GRM would send a representative from Mozambique to the WTO meetings in Washington or Geneva. She was unable to confirm if a representative from Mozambique's Mission in Geneva would attend the meetings there. 2. On September 1 USAID Officers delivered reftel talking points and non-paper to Higinio Marrule, Department of Policy Analysis at the Ministry of Agriculture and Silvano Langa, Director of the Disaster Management Institute.
