Please protect accordingly. (SBU) Ambassador delivered reftel A points and Statement of Core Principles to Deputy Minister of Foreign Affairs, Arman Kirakossian on September 9. While Kirakossian was not able to commit the GOAM to the partnership, he indicated that Armenian participation is likely and speculated as to what would be the best method of announcing Armenia's involvement. The Ministries of Health and Agriculture are also actively engaged on the avian flu issue and are, therefore, likely to support Armenian participation in the partnership (reftel B). EVANS
