US embassy cable - 05SANSALVADOR2504

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. (U) Poloff delivered Ref A demarche to Felix Ulloa, MFA
Officer in charge of United Nations and Multilateral
Organizations. Ulloa stated that he had not yet received a
copy of the September 6 draft of the Outcome Document and
that the Salvadoran government was concerned by the fact that
the document was suffering from an ever-expanding scope. The
original three-page document has expanded to over 40 pages,
and now contains many issues guided by special interests. He
expressed the GOES goal of a more streamlined final document.

2. (U) On September 8, a copy of the current version of the
Outcome document was sent via e-mail to Ulloa. Poloff
verified that Ulloa has now received a copy of the September
6 document.
