Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

Further to ref A and B (in response to ref C), following are
details on the post-disaster recovery personnel that the New
Zealand government has offered to assist in the Hurricane
Katrina relief efforts:
The New Zealand Ministry of Civil Defense and Emergency
Management has identified three (3) to four (4) people with
experience in post-flood disaster recovery management. The
team would comprise recovery specialists from the Ministry
and local government and would include managers with direct
experience from the 10-day floods in February 2004 that hit
the Manawatu region in the southern part of New Zealand's
North Island. The team could contribute planning skills at
the local government or regional level.
