(U) A/DCM delivered reftel demarche to Joint Secretary (UN Political) Sanjiv Arora on September 6. Arora promised to confer with his UN Economic and Social (UNES) counterparts, but had no substantive comment. 2. (C) Poloff followed up with Deputy Secretary (UNES) Gopal Baglay on September 8 and urged the GOI to support the conference. Baglay reported that India's delegation in Geneva had instructions to support the conference for the Third Additional Protocol, but did not intend to press other states. 3.
