SUBJECT: CZECH REPUBLIC: NO BILATERAL AID TO HAITI BUT
WILLING TO PRESS THE EU

Econoff delivered reftel B demarche to the Deputy Director in
the Ministry of Foreign Affairs Department of Development
Cooperation and Humanitarian Aid, emphasizing the importance
of timing given the IMF's intent to submit the Emergency
Post-Conflict Assistance program for Board approval in
September. Poloff delivered same demarche to the MFA Haiti
Desk Officer. Both replied that while the GOCR would not be
able to offer any bilateral assistance to Haiti, they would
be willing to urge the EU to join other donors to help Haiti
meets its financing gap.
