UNCLAS SAN SALVADOR 002463 SIPDIS E.O. 12958: N/A TAGS: KSUM, ECON, PGOV SUBJECT: SUMMIT OF THE AMERICAS DECLARATION AND PLAN OF ACTION REF: STATE 158875 Emboff sent reftel talking points to the Ministry of Foreign Relations on August 30. Emboff met September 6 with the Ministry's Summit Coordinator Felix Ulloa to underline the importance of Salvadoran support for the U.S. view that negotiation of the draft Declaration of the 2005 Summit of the Americas is proceeding too slowly and that the current draft is unfocused and inconsistent. Ulloa promised to convey the U.S. message--highlighting our view that the private sector must play an important role in job creation--to the Salvadoran Mission to the Organization of American States, which he said was coordinating the Salvadoran position at upcoming meetings of the Summit Implementation Review Group.
