(C) Canada's Department of Finance shares the USG's views on Zimbabwe in the IMF and, as things stand, plans to instruct its director to vote to expel Zimbabwe from the Board. Although the GOC feels that the partial payment has not made a material difference and that there has been enough forbearance, they note that Canadian officials do value their relationship with South African Finance Minister Trevor Manual, and further appeals from South Africa might weigh more heavily with Canada than they do with the US.
