UNCLAS ASUNCION 001124 SIPDIS LA PAZ FOR NAS:GUILLERMO SOLIZ/DEA:SA TIM SCHOONMAKER STATE FOR WHA/BSC FOR STROTHER MURRAY E.O. 12958: N/A TAGS: ASEC, PINS, PA, TRV SUBJECT: CRIMINAL INVESTIGATOR TRAINING PROGRAM 1. Based on previous contact between DEA SA Tim Schoonmaker in Santa Cruz and REA Joe Parker in Asuncion, Embassy Asuncion wishes to inform you that this post will hold a basic training course for Paraguayan criminal investigators from September 12 through October 7, 2005. The course will cover a wide range of subjects relating to the skills needed to conduct investigations into illicit activity especially focusing on financial crimes. On completion of the course, investigators will receive a certificate of completion and will be prepared to pursue investigations into criminal activity on a variety of fronts. Instructors for the course will be provided by the U.S Treasury Office of Technical Assistance, U.S. Embassy - Asuncion and the Public Ministry of the Republic of Paraguay. Per contact from the NAS, Embassy La Paz is invited to send Capt. Ivan Rojas del Carpio and Sgt. Ramiro Cuarta Tola to the course. It is understood that Embassy - La Paz will fund the travel and per diem for these persons. Costs for the actual training course will be covered by Embassy - Asuncion. Attendees will be expected to secure local transportation on arrival in Asuncion and to and from the training venue daily. 2. Because the course will be based on a continuing case investigation concept, it is necessary that those attending be available without interruption for the entire 4 week course from 0800 hrs to 1700 hrs daily. 3. Please reply by September 7, 2005 to Mr. Joe Parker, U.S. Treasury Department, U.S. Embassy - Asuncion, as to the names of the investigators you wish to send. Information regarding hotels may be obtained from Ms. Margarita Speratti at 595-21-452-844. Those attending should report at 0800 hrs on September 12, 2005 to the Carmelitas Center, Calle Pastor Filartiga and Molas Lopez, Barrio Carmelitas, Asuncion. KEANE
