US embassy cable - 05ALMATY3230

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. Summary: This cable responds to the directive in
paragraph 5 of Ref A. No/no further reports of human or
animal cases of AI have been made since Ref B August 26.
The GOK lifted the quarantines imposed in three of four
affected oblasts. North Kazakhstan Oblast is the only
region where preventive measures are still in effect. End
Summary.

2. There have been no new cases of avian influenza in
Kazakhstan since post's last report. On September 5,
Interfax reported an August 17 AI incident in North
Kazakhstan. The Ministry of Agriculture confirmed to post,
however, that the Interfax report referred to the last case
of bird deaths, which took place August 15 (Ref B).

3. The quarantines in Akmolinskaya, Pavlodar and Karaganda
oblasts have been lifted, leaving only North Kazakhstan
still under a preventive regime. Nalobino, Dubrovnoye and
Talakper villages are affected. The quarantine by
regulation lasts 30 days and is set to end September 10.
North Kazakhstan oblast borders on the affected Omskaya
oblast of the Russian Federation and has been the site of
the most significant AI incidents in Kazakhstan.

4. Dushanbe Minimize considered.
