Disarmament Affairs Deputy Director General Marcos Rodriguez
Cantero, informing the GOS that the UK, France, Germany,
Japan, and Australia were now supportive of the U.S. MTCR
North Korea proposal, and requesting Madrid to overcome Ref B
concerns and join in supporting this proposal. Rodriguez
Cantero told ESTHOFF September 2 that his staff had met
September 1 to discuss new developments on the U.S. proposal
and that while Spain still had the same concerns reported in
Ref B, Madrid would now "likely" support the U.S. proposal at
the upcoming Madrid MTCR plenary.
