1.  (C) The Ambassador delivered ref A and B demarches to 
Ministry of Foreign Affairs (MFA) Head of International 
Organizations Ambassador Abdullah Al-Murad in a September 5 
meeting.  The Ambassador emphasized the need for UN reform 
and outlined U.S. views on the draft outcome document being 
prepared for the UN General Assembly (UNGA) High Level Event 
(HLE).  Al-Murad said he thought the draft statement was 
"ready to be signed," but might need "clarification" on some 
human rights points.  The Ambassador noted that we were still 
working with UNGA President Jean Ping and have been very 
involved in the drafting process. 
 
2.  (C) The Ambassador followed up on his previous request to 
Foreign Minister Shaykh Dr. Mohammed Al-Sabah (ref C) and 
asked Al-Murad if Dr. Ma'souma Al-Mubarak would participate 
in the Secretary's September 12 meeting with women leaders at 
the UNGA.  Al-Murad said Dr. Ma'souma would arrive in New 
York with Prime Minister Shaykh Sabah Al-Ahmed Al-Jaber 
Al-Sabah on September 12, but since Al-Murad was not sure 
what time they would arrive, he could not confirm her 
attendance.  Al-Murad told the Ambassador he and MFA 
Undersecretary Khaled Sulaiman Al-Jarallah would also 
accompany the PM.
