Monroe for reasons 1.4 (b) and (d). (C) The Ambassador September 4 delivered reftel information concerning changes in the procedures for military commissions to Foreign Minister Shaikh Mohammed bin Mubarak Al Khalifa. Shaikh Mohammed said he was pleased that the USG was applying the rule of law in a way that makes military commissions more like civilian trials. He asked about the status of the six Bahraini detainees at Guantanamo and requested information on what crimes they had committed. MONROE
