UNCLAS DUBLIN 001089 SIPDIS E.O. 12958: N/A TAGS: PREL, EAID SUBJECT: IRELAND UNDECIDED ON SENDING OBSERVES TO HAITI REF: SECSTATE 157629 On August 31, emboff coordinated reftel message with Canadian poloff Carl Schwenger and delivered talking points to Department of Foreign Affairs Americas Section Third Secretary Margaret Stanley. Stanley said that at this time, SIPDIS the GOI has not taken a decision on deploying a team to observe the upcoming elections in Haiti. She also said that she will go personally to Brussels next week to hear the EU Exploratory Committee's report on the situation in Haiti, and consult with other EU Member States on the level of their involvement.
