UNCLAS DUBLIN 001088 SIPDIS EB/IFD WHA/CAR EUR/ERA E.O. 12958: N/A TAGS: EAID, ECON, DEFIN, EUN SUBJECT: IRELAND: SECOND APPEAL TO EU TO ASSIST HAITI IN MEETING FIRST-HALF FY06 FINANCING GAP REF: SECSTATE 155313 On August 31, emboff delivered reftel talking points to Department of Foreign Affairs Americas Section Third Secretary Margaret Stanley. Stanley said that Ireland will SIPDIS not provide bilateral assistance to help Haiti meets its first-half FY06 financing gap, but instead, would funnel any assistance through the EU. She said that Haiti is a high priority for the EU and that the UK's EU presidency will host a development meeting on September 6, in which this issue is likely to be raised. She has not seen an agenda for this meeting, but if the Haitian financing gap is discussed, as it was in June, and Haiti is now deemed as compliant with the Cotonou Agreement (as she suspects it will be), decisions are likely to be taken to allocate funds already set aside by EU Member States, including by Ireland.
