1.  (SBU) Charge chaired the Emergency Action Committee (EAC) 
on 9/01/05 to discuss implications of a second threat letter 
received by an Embassy Officer (reftel).  In attendance were 
representatives from each of the following sections/agencies: 
 RSO, MGT, CON, DAO, POL, PAS, MSG, ECON, INC, ESO, DEA, FBI, 
PMA, RAO, CLO, TSR, ODC, TLO, AFOSI, DET 1. 
 
2.  (SBU)  Charge began the meeting by asking the EAC members 
to become familiar with existing guidance on the No Double 
Standard Policy (03 State 343631).  Consular chief summarized 
the credibility, specificity and counterability issues 
addressed within this guidance. 
 
3.  (C)  Charge then described the second threat letter that 
was received by the Embassy.  RSO reported that the Turkish 
National Police (Intel Division) believe that the letter was 
written by the same person (or persons) and that its 
principal intention was to intimidate, rather than to 
forecast an attack.  RSO also noted that the threat was 
non-specific and thus could apply to all Americans throughout 
Turkey. 
 
4.  (SBU)  As schools in Turkey are reopening, the RSO noted 
that security briefings would be undertaken at all schools 
attended by American children.  The EAC agreed that Istanbul 
and Adana would be advised to take appropriate precautions, 
including security briefings at their schools.  The EAC also 
agreed to prepare a draft warden notice to Amcits reminding 
them to exercise caution. 
 
5.  (SBU)  In terms of Embassy posture, RSO noted that two 
additional uniformed police had been placed on patrol outside 
the Embassy perimeter. 
 
6.  (SBU) RSO took the opportunity to remind EAC members 
about rally points (Assembly Areas) in Ankara and emergency 
procedures for child-care providers.  RSO also reminded 
everyone about the Personal Security Awareness Checklist 
distributed last week and said that it should be discussed 
with family members.
