1. (U) This is an action message. Please see paragraph 6. 
 
2. (U) The Royal Thai Government has officially confirmed its 
plans to send a delegation to engage in talks on September 
7-8 (with September 9 held in reserve) with the objective of 
concluding an Open Skies Agreement. Mr. Chaisak Angkasuwan, 
Director General of the Department of Civil Aviation, 
provided said confirmation in a letter to the Embassy dated 
August 29, 2005, and Minister of Transport Pongsak 
Ruktapongpasal reaffirmed the commitment of the RTG in a 
meeting with the Charge on August 31. 
 
3. (U) Set out below are the names and data for the members 
of the RTG delegation.  Embassy understands that the 
Department is already familiar with both the Head of 
Delegation and the Chief Negotiator.

4. (U) In view of the experience of both the Head of 
Delegation and the Chief Negotiator, interpreters will not be 
necessary for the negotiations. 
 
5. (U) The Embassy has made arrangements for the proper visas 
to be issued to the members of the RTG delegation who did not 
already possess valid visas for travel to the United States. 
The delegation plans to travel to the United States over the 
weekend beginning September 3. 
 
6. (U) Please provide the following no later than COB 
Thursday, September 1 (EST) so as to allow for the Embassy to 
communicate to the RTG on Friday morning, September 2, 2005, 
Thai time: 
 
a) U.S. delegation list (Note: Aaron P. Forsberg, Embassy 
Aviation Officer will be TDY in Washington and is planning to 
attend the talks. End note.) 
 
b) Information on in-processing at the Department of State on 
September 7 
 
c) Location, schedule, and agenda for the talks 
 
d) Confirmation that there will be no exchange of gifts.
