1.  (C) The Ambassador delivered reftel request to Foreign 
Minister Shaykh Dr. Mohammed Sabah Al-Salem Al-Sabah during a 
meeting August 27.  The FM welcomed the invitation to the 
meeting hosted by the Secretary on the margins of the UN 
General Assembly and asked for more details on timing as they 
are available.  The Ambassador encouraged the FM to also 
invite Dr. Ma'souma Al-Mubarak, the Minister of Planning and 
Minister of State for Administrative Development Affairs and 
Kuwait's first female minister.  Shaykh Dr. Mohammed said he 
appreciated the suggestion, but did not indicate whether she 
would attend.  (Comment: Minister Ma'souma's office confirmed 
to PolChief that she would attend UNGA and responded 
positively to suggestions that she include time on her 
schedule for bilats with Department officials either in New 
York or Washington.  End comment.)  The FM noted that 
Kuwait's UN Permanent Representative, Nabeela Abdulla 
Al-Mulla, would also be a likely participant.
