SUBJECT: THIRD PARTY TRANSFER REQUEST: TRANSFER OF
US-ORIGIN SONOBUOYS FROM TURKEY TO PAKISTAN

1.4 (b).
1. (C) This is an action request. Post received on Aug. 18 a
diplomatic note requesting initiation of USG procedures to
consider approval of the transfer of 500 US-origin sonobuoys
(250 AN-SSQ-41B type, 150 AN/SSQ-62B type, and 100 AN-SSQ-77A
type) from the Turkish Navy to the Pakistani Naval Command.
The Note contains, as an attachment, a cover memo dated June
10, 2005 from the Turkish Naval Forces Command with a copy of
a completed questionnaire containing answers to standard USG
Third Party Transfer questions regarding the origin of the
equipment. A copy of the Note, together with the attachment,
will be faxed to PM/RSAT Todd Hughes. Action Request: Post
requests Department initiate the Third Party Transfer review
process on this request. End Action Request.
2. (C) Following is the text of the Diplomatic Note:

ALGY-136
The Ministry of Foreign Affairs of the Republic of
Turkey presents its compliments to the Embassy of the Unites
States of America and kindly requests the Embassy to initiate
the necessary procedure for obtaining the required permission
for the 500 ea. US origin sonobuoys (250 ea. An-SSQ-41B, 150
ea. AN/SSQ-62B and 100 ea. ANSSQ-77A) to be transferred to
the Pakistani Naval Command from the TNCF inventory.
The basic questions and the answers to the concerning
subject US origined equipment planned for transfer to third
countries are enclosed herewith.
The Ministry of Foreign Affairs avails itself of this
opportunity to renew to the Embassy of the United States of
America the assurances of its highest consideration.
