US embassy cable - 05LIMA3575

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. On August 17, the Peruvian Ministry of External Affairs
returned a diplomatic note to the Embassy signing on to the
CNIES agreement. Final texts and diplomatic note will be
e-mailed and pouched separately. The agreement provides for
a regime of common rules for sorting and identifying
suspected narco-trafficking radar tracks that have been
located using USG assistance. The GOP has committed to a
non-lethal program when US assistance is involved. The
Secretary of Defense's visit was a major incentive to finally

SIPDIS
conclude this lengthy negotiation process.
