On August 17, the Peruvian Ministry of External Affairs returned a diplomatic note to the Embassy signing on to the CNIES agreement. Final texts and diplomatic note will be e-mailed and pouched separately. The agreement provides for a regime of common rules for sorting and identifying suspected narco-trafficking radar tracks that have been located using USG assistance. The GOP has committed to a non-lethal program when US assistance is involved. The Secretary of Defense's visit was a major incentive to finally SIPDIS conclude this lengthy negotiation process.
