C O N F I D E N T I A L NEW DELHI 006411 SIPDIS E.O. 12958: DECL: 07/27/2015 TAGS: PREL, MASS, IN, PK, NP, CH, India-Nepal SUBJECT: INDIA ALLEGES PAKISTANI AND CHINESE WEAPONS SALES TO NEPAL REF: NEW DELHI 5756 Classified By: PolCouns Geoffrey Pyatt for Reasons 1.4 (B, D) (C) Following up reftel regarding India's concern about Pakistani arms shipments to Nepal, MEA's Nepal desk contacted us on August 18 to report that the GOI has uncovered Letters of Credit documenting at least two potential ammunition sales. The first LC is drawn in favor of the Pakistan Ordinance Factory for $1.12 million of ammunition rounds. The second is drawn in favor of M/S Poly Technologies of Beijing for $0.8 million in NATO ammunition and hand grenades. Dated July 19, the letters come from the Nepal Rastra Bank on behalf of the RNA Master General of Ordinance. We have faxed both letters to SA/INS for follow-up as appropriate. MULFORD
