1. (SBU) Poloff delivered Ref A demarche to MFA Officer in 
Charge of UN Affairs Felix Ulloa and to UN Special Advisor to 
the Foreign Minister Ambassador Marisol Argueta de Bariles on 
August 15.  Poloff emphasized the importance of the Fund and 
stated that even a minimal donation would carry political 
significance.  Poloff highlighted the September 14 event 
noting that only 30 nations would be invited to participate. 
 
2. (SBU) Ulloa stated that the GOES was firmly behind the 
Democracy Fund but had not made a decision on a financial 
contribution.  Ulloa said that, while President Saca is 
planning to attend parts of the Opening and High-Level Event 
September 13-16, he would not likely attend all programs due 
to other regional summits (as noted in Ref C) and September 
15th Independence Day ceremonies.  Ulloa added that FM 
Lainez, and Ambassador de Barillas would be attending with 
Ambassador Gallardo, El Salvador's PermRep to the UN.  Ulloa 
promised to provide a full list of GOES delegates, travel 
details and spouse information as soon as plans are 
finalized.  Embassy will provide an update cable to 
Department on Salvadoran delegation to the UNGA and 
participation in the Democracy Fund event as soon as provided 
by GOES.
