(C) New MEA Joint Secretary for Disarmament and International Security Affairs (DISA) Hamid Ali Rao told PolCouns and PolMilOff on August 16 that although he is "still digesting the new legislation," his priority will be implementing India's new export control law. PolCouns delivered A/S Rademaker's letter of introduction to Rao (Reftel) and outlined some of the issues on which we hope to work closely with the new Joint Secretary, e.g., export controls, nonproliferation, and strategic stability. 2. (C) On Iran, Rao stated that the GOI had taken a moderate approach toward the dispute about Iran's nuclear program, i.e., that it must be resolved through dialogue, but "Iran must abide by its NPT commitments." Asked where he thought current negotiations with the EU would lead, Rao only said that it was too early to predict the intentions of Iran's new president. BLAKE
