UNCLAS KINGSTON 001924 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) SOUTHCOM FOR POLAD AND J7 E.O. 12958: N/A TAGS: PHUM, JM SUBJECT: UN DEMOCRACY FUND: AVOIDING DUPLICATION REF: SECSTATE 133778 On July 22, Poloff delivered reftel talking points to Angella Brown, Deputy Director, International Organizations Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT). By phone on August 12, Brown thanked Poloff for the information, which she said is being used to prepare internal briefing papers for the upcoming General Assembly. Brown declined to share the GOJ's position on the Democracy Fund, admitting that UNSC reform discussions are overshadowing other issues. She did say that the GOJ would like to move beyond the UNSC and refocus its efforts on broader issues, including the Democracy Fund. TIGHE
