Meigs. Reason: 1.4 (b) and (d). 1. (C) Taiwan's ambassador to the Dominican Republic John Feng welcomes informal contact and has readily commented to us upon various visits of PRC officials during the first year of the Fernandez administration. This cordial arrangement works well for us and we see no need to make it more formal. 2. (C) The PRC has an active commercial office in Santo Domingo, headed by Cai Weiquen, who has a relatively high profile in social and business circles. We expect that the PRC will continue to send visitors periodically and that the Fernandez administration will receive them -- without making any promises about switching diplomatic recognition, at least in the medium term.
