C O N F I D E N T I A L PANAMA 001651 SIPDIS DEPARTMENT FOR WHA/CEN PROSPER S/SCI E.O. 12958: DECL: 08/04/2015 TAGS: KISL, KPAO, PGOV, PREL, LABOR, HUMAN RIGHTS,POLMIL SUBJECT: PANAMA: GITMO TALKING POINTS DELIVERED TO MFA REF: STATE 139288 Classified By: Political Counselor Richard S. Sacks for reasons 1.4 (b) and (d). 1. (C) PolOff delivered GITMO talking points to MFA Deputy International Organizations and Commissions Director Nubia Lezcano on August 2. PolOff emphasized that detainees are held at Guantanamo Bay for security reasons and that interrogations of inmates have provided over 4,000 reports of actionable intelligence. PolOff also emphasized USG policy against any forms of torture and that Guantanamo Bay has been visited by the Red Cross, American politicians, and members of the international media. Lezcano agreed to disseminate the information within the MFA and the Government of Panama. Embassy will report any further developments to the Department. ARREAGA
