SUBJECT: EMBASSY SANAA EAC MEETING - 8/7/05

(U) 1.  Embassy EAC convened on 8/7/05 to assess the current 
security situation in Yemen.  EAC was chaired by the 
Ambassador and included the DCM and representatives from 
POLE, POLM, RSO, CONS, PD, MGT, DAO, OMC, FPD, LEGATT, USAID, 
and CCE-Y. 
 
(S)  2.  AID described a recent incident in the Al-Jawf 
governorate in which several local AID contractors were 
ambushed and fired upon while conducting polio vaccinations 
in the region.  AID staff were not injured.  AID believes the 
instigator of the ambush was a local sheikh of the Showlan 
tribe, who coordinated the incident in the hopes of seizing 
assets intended for the vaccination campaign.  An AID 
contractor involved in the project also received a death 
threat delivered to his home late last week.  Further, Sheikh 
Hassan al-Araki of the Hamdan tribe, who has been supporting 
the polio campaign was shot in Sana'a Wednesday, August 3. 
His family in al-Jouf province was attacked the same day, 
most probably as part of an ongoing conflict between the 
Hamdan and Showlan tribes.  These incidents raise questions 
about post's ability to operate in the province.  Though no 
Americans were involved in the incident, RSO forwarded 
information to host government security contacts for review. 
Further, AID has requested a letter from the ROYG detailing 
how they will ensure security for Mission personnel working 
in the province in the future.  EAC will review the matter 
further on receipt of this letter. 
 
(S)  3.  EAC members also reviewed a report of the possible 
targeting of oil infrastructure in parts of Yemen, including 
a site near a military installation in Marib.  Further 
information on this report will be transmitted via septel.
