UNCLAS BOGOTA 007400 SIPDIS E.O. 12958: N/A TAGS: PHUM, CO, UN SUBJECT: DEMARCHE DELIVERED: UN HUMAN RIGHTS COUNCIL REF: SECSTATE 140191 Poloff demarched reftel to MFA Acting Director of Multilateral Affairs Ignacio Ruiz and Human Rights Director Monica Fonseca on July 29. Polcouns demarched MFA Vice Minister for Multilateral Affairs Jaime Giron and Deputy FM Camilo Reyes. On August 3 Ruiz said that the GOC agreed that the UN Commission on Human rights was not working. The UNGA should form a group to revise the structure and function of human rights work. He reiterated, however, preference for a larger, more inclusive entity -- a "universal commission" with an "executive committee" rather than the council proposed by the SYG. DRUCKER
