The Ambassador delivered Ref B demarche to Foreign Minister Carlos Morales Troncoso on July 14 and left talking points as a non-paper. Embassy checked with the Cohen on July 29, but she had no comments on these non-papers. Post will report any substantive reaction septel. HERTELL
