1. (SBU) Embassy provided Ref A talking points to MFA 
UN/OAS division chief Michelle Cohen on July 27, on 
defeating the G-4 framework resolution on UN reform. 
She has informed us that there has been a "new element" 
since the previous Embassy discussion of the issue with 
the MFA on July 8 (Ref B).  The "new element" is a 
possible consensus resolution of the G-4 and the Africa 
Group, to be discussed by African leaders o/a August 4. 
The Dominican Republic will wait to see the new draft. 
 
2. (SBU) Deputy division chief Rhadys Abreu de Polanco 
told us she send a memo to the Foreign Minister and 
Deputy Foreign Minister Alejandra Liriano including the 
points in Ref A, so the decision-makers are updated on 
our position before the issue comes up for a vote.
